In Person and Online MeetingsThere is no substitute for in person meetings, especially in the formative stages of the Chapters Council. When we want to talk together, but can't travel, group texting and video conferencing are options. One such is Google+ Hangouts. I believe it is free.
Texting is possible and might be pleasant, in that you can read and respond when you can and want to. Here is a promotional video of the texting (among groups of friends):
